JOB FUNCTION: Assist with managing the daily operation of the Transit Operations Department in a manner consistent with FTA requirements and regulations to ensure safe, efficient and effective service to MATA patrons.

DUTIES AND RESPONSIBILITIES:

1. Manages the day-to-day operations to meet strategic and operational goals to ensure effective, efficient, and productive transportation management. Accountable for ensuring fixed route accessibility compliance. Attends to the maintenance of scheduled service levels.

2. Promotes established safety, training, and quality assurance programs and ensure on-time performance of MATA bus operators is met.

3. Manages and organizes necessary activities, programs and objectives set by the Director of Transportation to meet and evaluate departmental goals.

4. Improves the overall performance of the Transportation Department by reviewing results, performance against goals, and instituting changes in accordance with MATA and the Director’s short-term and long-term objectives.

5. Ensures programs comply with applicable federal, state, and local laws and regulations and are compatible with MATA’s mission statement

6. Implements procedures and work methods for the department and employees. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Understand, interpret and implement the Labor Agreement and work collaboratively in a union environment.

7. Direct and evaluate departmental personnel through job performance evaluations and salary reviews. Work with employees to correct deficiencies and administer, with HR review, disciplinary action when warranted.

8. Responsible for the direct supervision of the administrative staff, including the Road Supervisors and Radio Dispatchers.

9. Assists Safety Manager and Claims Manager with investigation and writing of reports relative to accidents, on-the-job injuries and operator complaint.

10. Performs other duties as assigned.

OTHER DUTIES AND RESPONSIBILITIES:

1. Assumes the lead position in the absence of the Director of Transit Operations.

2. Relief for Street Operations supervisors and other transportation supervisory personnel as needed.

3. Assist with special projects as needed.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business Administration, Public Administration, Transportation, or related field is preferred. Overall experience may be considered in lieu of advanced education.

Other: 1. Minimum 7 years progressively responsible experience in the transportation department of a transit agency is necessary.

2. Knowledge of traffic engineering principles, practices and methods. Considerable knowledge of applicable federal policies, laws and regulations.

3. Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization.

4. Must possess good oral and written skills and should be experienced in labor/union matters, and have the ability to understand, interpret and implement labor agreement.

5. Must possess Class B ("P" endorsement) Commercial Driver's License.

6. Must be skilled in using personal computer and be proficient with MS Office software.

7. Must have highly developed leadership, organization, and people skills and must be able to build constructive and effective relationships.

8. Requires ability to handle numerous activities at one time.

9. Ability to be effective in a variety of formal presentations settings: one on one, small and large groups, with peers, direct reports, bosses and community; is effective both inside and outside the organization

10. Uses diplomacy and tact; can defuse high tension situations comfortably.

11. Should demonstrate strong organizational skills and analytical skills.

12. Is dedicated to exceeding the expectations and requirements of internal and external customers.

Environment:

• Applicant must be able to withstand exposure to weather conditions, dust, engine fumes, toxic chemical, and extreme noise levels, working in a bus shop environment.

• Applicant must be able to perform hand-over-hand methods of steering vehicles and grip a steering wheel.

• Applicant also must be able to work in an office environment as well as work outdoors in varying weather and environmental conditions.

• Applicant must be able to respond to unexpected or emergency situations

• Applicant must be able to walk, stand, and sit for extended periods of time

• Applicant must be able to lift up to a maximum of 50 lbs., as lifting parts and materials overhead is required.

• Must have the range of motion necessary to be able to perform data entry and create electronic documents.
