Transit Oriented Development Planner

The TOD Planner is responsible for the development of policies, plans and implementation strategies which facilitate transit-supportive development around Durham-Orange Light Rail Transit (D-O LRT) Stations.

This position will support the Manager of Planning and Transit-Oriented Development on issues related to land use policy that affects the Project station areas and strategic infrastructure, such as bicycle and pedestrian facilities, in neighborhoods adjacent to the stations.

Essential Duties and Responsibilities:

• Supports the development, adoption and implementation of agency-wide TOD policies for GoTriangle.

• Systematically monitor and document development and zoning changes in areas around planned Project rail stops.

• Develop strategies that facilitate transit-oriented development, particularly in the ¼ and ½ mile radius of D-O LRT stations.

• Help prepare and implement transit station area joint development policies. Research and prepare comments on subdivisions and land use plans that affect the transit systems.

• Support the Manager of Planning and TOD and the Real Estate Manager in developing and refining specific Joint Development proposals at Durham-Orange Light Rail stations. • Identify cross-modal policies that may support or suppress transit use, such as parking policy- and work with municipalities to modify policies to be more transit-supportive.

• Research current industry trends and opportunities, examining local, state and federal programs and resources and development incentives for transit oriented development projects.

• Participate in the development and implementation of community workshops and conferences related to station area activities.

• Maintain effective working relationships with technical, administrative staff and elected officials of regional local governments and appropriate State and Federal officials.

• Develop materials and make presentations to the TTA Board of Trustees, business, community and other interest groups.

• Works with Manager of Planning and TOD to identify and promote appropriate policies that increase the likelihood of affordable housing being provided in transit station areas by both public and private developers.

• Develops presentations for briefing the Board of Trustees regarding entitlement status for all Project elements.

The TOD Planner position requires a Bachelor’s degree from an accredited four year university in design, planning, or a related field, and a minimum two to three years’ experience in land use policy issues related to bus transit, rail transit, or both. A Master’s degree in urban or regional planning, as well as five years or more of progressively responsible experience in TOD planning for light rail, subway, or frequent rail service, are preferred for this role. Experience presenting in public meetings and to elected boards is essential. The candidate will have the ability to develop program objectives and work independently on several program objectives at once, as well as a high level of interpersonal skills as required to effectively communicate with all levels of supervisory and non-supervisory employees and governmental entities. Experience with joint development in TOD context is preferred. The salary range is $51,870 - $97,025 and a comprehensive benefits package is offered.
