The General Manager is the key liaison between the Company and the client and provides dynamic leadership for a unique organization providing daily Streetcar transportation services to more than 2,000+- daily passengers. The GM directs the overall operation of the Streetcar service and is also responsible for all aspects of contract compliance, oversight of local management team and employee work force, as well as, a maintenance subcontractor.

Responsibilities:
  • Lead the local organization in providing safe, reliable and quality service that meet all corporate and client objectives, contract requirements and regulatory requirements.

  • Serve as the principal point of contact and communication with the client and primary corporate liaison with federal, state and local officials.

  • Establish and manage evaluation, performance, goals, succession planning for direct reports and ensure effective performance management is conducted by managers/supervisors of their staff members.

  • Oversee development of an annual multi-million dollar operational budget and manage key performance indicators (KPIs) against established financial targets.

  • Ensure compliance with corporate employment policies, procedures, safety regulations, and operating rules. Develop and implement local policies, procedures and protocol as necessary

  • Maintain up-to-date knowledge of and apply pertinent rules, regulations, policies and procedures set forth by the customer and/or outside agencies.

  • Lead the process in the preparation of financial and administrative reporting to the Rail Management Committee, client, and outside agencies as required.

  • Ensure the identification and delivery of required safety, training and certification programs is successfully accomplished.

  • Oversee the supervision of assigned personnel, including hiring, work allocation, training, motivating employees to achieve peak productivity; manage performance; and recommendations for career development, promotion, discipline and separation.

  • Oversee the interpretation of the collective bargaining agreement to maximize the effectiveness of employment relation activities, safety expectations and company performance.

  • Ensure there is workforce compliance with all related safety rules and procedures and that hazards, risks and dangers are reported as required.

  • Attend and participate in assigned training, safety and security education, and other coaching/coursework as assigned.

  • Enforce all FTA pertinent guidelines including but not limited to: FTA and FRA Drug and Alcohol procedures; 49 CFR 674, 675 and 659


Qualifications

Experience:
  • Minimum 10 years excellent prior work experience in transportation, with 5 years in mid-senior management position and/or demonstrated experience equivalent to scope.

  • Experience in the application of labor agreements and management of a unionized workforce.

  • Experience in managing training and coaching activities.

  • Experience directing and overseeing contracts and related sub-contractors

  • Railroad industry experience a plus.

  • Rail mechanical knowledge a plus.


Skills and Knowledge Required:
  • Demonstrated record of success managing and implementing cultural change in unionized, public-sector environment.

  • Ability to manage and oversee mechanical maintenance sub-contractor.

  • High-level analytical skills to problem solve difficult and complex interpersonal, technical, financial, and administrative matters.

  • Strong leadership, organizational and negotiation skills.


Travel requirement (as a percent): <5% travel between properties and for meetings and outside training

Physical Requirements:
  • May have to lift 50 pounds

  • May be required to work outdoors in any type of weather

  • Will work in close proximity to moving vehicles

  • May be required to work and respond to emergencies at any time of the day or night as required.
