SALARY: $129,206.69 - $163,777.33 Annually LOCATION: King Street Center - 201 S Jackson St, Seattle JOB TYPE: Career Service, Full Time, 40 hrs/week DIVISION: Department of Transportation - Transit Division JOB NUMBER: 2017SE06558 SUMMARY: The Deputy General Manager – Operations will serve as a member of the Transit General Manager's strategic leadership team, providing high-level coordination and facilitation of frontline service delivery in all of Metro's primary operating groups (Bus Operations, Rail Operations/Maintenance, Vehicle Maintenance, Power and Facilities) to deliver reliable and safe service and maintain the transit fleets and system to stringent safety and customer service standards. This position will play a key role in ensuring we can deliver the best transit service possible to our region. King County Metro Transit Metro has pioneered or refined dozens of ideas that have subsequently been adopted by transit agencies nationwide, and for this and other reasons is recognized as a transit industry leader. We are one of the ten largest transit systems in the country, providing over 120 million trips a year on transit and while maintaining a fleet of over 1,400 buses, including diesel hybrids, electric trolley buses, and one of the largest fleets of articulated buses in the country. We also operate the largest public van pool fleet in the nation as well as operating Sound Transit Regional Express buses, Link light rail, and the Seattle Streetcar. We are a leader in technology and eco-conscious practices, and continuously develop new and innovative ways to improve the overall transit experience for our customers and the public, through Lean Management and other continuous improvement principles.

Metro Transit is a division of King County's Department of Transportation, which reports to the King County Executive and the Metropolitan King County Council.

Work Schedule This position is exempt from the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay. The position's base work schedule is Monday through Friday, 8:00 am – 5:00 pm; work outside of the normal work day will be required.

JOB DUTIES: • Partner with the General Manager to articulate and implement the agency's vision and strategic plan with a keen understanding of our regional political and community realities, using excellent written and presentation skills and promoting transparency and multi-directional communication. • Work closely with the top leaders of the Transportation Department, the County Executive, the Executive's leadership team, the King County Council and their staff, as well as external stakeholders, including Sound Transit, Seattle Department of Transportation, regional and national transit associations, agencies and governments, to align Transit's work with departmental and county strategic directions. • Set direction and priorities for and oversee four transit operating groups which include nearly 4,000 employees, directing key sections, programs, services, and initiatives, and using innovative and efficient approaches consistent with transit industry best practices to achieve Metro's strategic goals. • Be an agent for change and process improvement, promoting the fundamental philosophy of Lean, including respect for all people, in all of Transit's policies. • Work closely with the General Manager to drive results, make complex decisions and effectively solve problems, with the ability to advance opposing opinions to the General Manager without reluctance. • Accomplish organizational strategic and tactical goals by setting priorities, fostering and building effective teams, organizing, directing and delegating work, negotiating and partnering with our stakeholders, and maneuvering the complexities of a large governmental organization. • Model effective interpersonal, communication and leadership skills including listening, motivating, managing conflicts or crises with courage and composure, and dealing with difficult problems with flexibility and adaptability. EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: The successful candidate will possess a Bachelor's Degree in a related field, or equivalent combination of experience and education, and at least seven to ten years of increasingly responsible management experience, OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of this position. The ideal candidate will be a strong leader and effective communicator as well as skilled at leading teams of individuals from diverse backgrounds and professions in support of Metro Transit's strategic goals. Additionally, the successful candidate will demonstrate skill in organizational agility, political savvy, and strategic agility by: • Being knowledgeable about how organizations work • Being skilled in continuous improvement and familiar with Lean • Knowing how to get things done through both formal and informal channels • Anticipating future consequences and trends accurately • Committing to performance management and using metrics and performance indicators to measure performance • Creating competitive and breakthrough strategies and plans • Maneuvering effectively through complex political situations • Having excellent communication skills, both written and oral, with the ability to communicate effectively within multiple levels of the agency and with various external agencies and stakeholders In addition, candidates should possess: • Experience and excellent skills in managing and leading multidisciplinary projects and teams, developing and accomplishing work plans, and evaluating success by measuring results • Experience leading various types of change in large organizations • Experience and skills in performing supervisory duties such as giving direction, setting expectations, coaching, and managing performance, and in management duties such as managing a budget and analysis of management data • Proven oral, written and presentation skills, including public speaking • Experience and skill in understanding the organizational environment of large public sector agencies, including labor unions • Skill in assessing the legal and policy impacts of alternative decisions • Advanced knowledge of the transit industry SUPPLEMENTAL INFORMATION:
