JOB TITLE: Director of Railway Systems DEPARTMENT: Rail REPORT TO: AVP, Rail Operations HIRING RANGE: $86,070.54 - $107,588.17 DOQ

Summary Develops policy, organizes, and directs the implementation and operation of the Authority’s railway systems, architecture, and technology, to include positive train control, signals, communications, network, and fiber optic backbone infrastructure. This is a senior position within the rail operations and maintenance department and is expected to lead, organize, and administer the agency’s systems and technologies through policy, governance, and a demonstration of technical core competencies in the areas assigned.

Essential Functions 1. Serves as the primary agency point of contact for the implementation of PTC through final acceptance, managing project managers, technical experts, and contractors. 2. On behalf of DCTA, reviews and approves submittals, manages schedule costs and performance of assigned projects. 3. Implements and manages a configuration management and change control process for all technical drawings and systems. 4. Review with the Project Manager and/or Contractor the design progress including approvals for any changes that affect the cost, scheduling or performance of the project. 5. Works with DCTA Information Technology department to manage the network and fiber optic backbone instrastructure and utilization. 6. Responsible for the administration of the dispatch system, wayside, signals, communications, KPI Dashboard, Swiftly-rail, and agency change control procedures for signals documents 7. Keep a project log containing all pertinent information and any scope changes throughout the project. 8. Perform first check of Designs varying in complexity. 9. Work with the contractors and develop preventative and corrective maintenance plans that effectively and efficiently use resources required to support engineering tests, software and hardware changes. This position will develop and implement contingency plans for changes or events that affect planned work and ensure plans have the least impact on revenue service 10. Develop, maintain, and enforce DCTA Design Criteria and Maintenance Standards 11. Manage service contracts and interlocal agreements with outside organizations. 12. Performs related duties as assigned.

Education and Experience • Bachelor’s degree in Electrical Engineering, Computer Science, or similar field, and 7 years of signals, communications, and/or network experience, preferably in the railroad industry. Master’s degree, preferred. • 2 years of supervisory experience • Strong problem solving skills • Experience using CAD and other design tools preferred. • Knowledge of the CFR, AREMA and IEEE and how they pertain to train control. • Strong proficiency with Signal & Communications Design practices • Must be current with all FRA rules and regulations including SubPart I • Previous experience leading Signal & Communications design teams preferred • Experience in light rail transit and commuter rail preferred • Interlocking design/Control Lines/Route & Aspect Charts • State and federal laws, ordinances, rules, and regulations affecting mass public transit. • Microsoft Office suite, including Word, Excel, Outlook
