BASIC FUNCTION

Provides counsel to management of bargaining unit employees on matters relating to labor relations to ensure proper implementation, consistency and enforcement of the labor agreement. Chairs and conducts Step Three grievance hearings and post-hearings in accordance with the Labor Agreement. Researches and provides official labor agreement contract interpretation to management team. Investigates issues and renders appropriate decisions and remedies. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

RESPONSIBILITIES AND SPECIFIC DUTIES (LIST IN ORDER OF IMPORTANCE):

• Formulates appropriate responses to grievances within a specific time frame as outlined in the labor agreement.

• Facilitates grievance dispute resolution processes, compiles and tracks grievances, monitors trends and proactively advises Director on possible resolution of issues.

• Provides testimony and input based on a thorough knowledge of issues, research and relevant history of past practice, preparation of exhibits, etc. at hearings, meetings and other proceedings.

• Develops and conducts training to all levels of management, bargaining unit employees and executive assistants with emphasis on new supervisors to ensure consistency in handling grievances, investigations and proper documentation.

• Provides research and support for labor negotiations and involvement with the conversion of Memorandum of Understandings (M.O.U.’s) language with the Union into the labor agreement.

• Interfaces with Union officials to facilitate communication and amicable resolution of Labor Relations issues.

• Oversees and conducts fact-finding investigation process for Step Three grievances and provides staff with input when necessary for employee disciplinary issues.

• Conducts weekly new hire orientation for Union employees.

• Conducts surveys of other transit properties on wages, benefits and special issues and compiles data.

• Creates and analyzes reports related to METRO’s trends pertaining to discipline, grievances, job bids, and labor force size.

• Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

• Performs other duties as assigned.

MINIMUM QUALIFICATIONS/REQUIREMENTS:

Bachelor’s degree in Human Resources, Business Administration, Public Administration or related field.

Minimum eight (8) years Human Resources experience to include three (3) years experience in Labor Relations. Experience with a variety of Labor Relations issues; disciplinary actions, investigations, labor rates, job bid process, etc.

In-depth knowledge of employment related laws. Excellent Communication (written/verbal) skills. Good interpersonal skills and strong problem solving/decision making abilities. Proficient knowledge of Microsoft Office suite (Excel, Word, and PowerPoint). Human Resources certifications PHR, SPHR, SHRM-CP or SHRM-SCP preferred. Mediation certification preferred.
