BASIC PURPOSE AND PRINCIPAL RESPONSIBILITIES
Performs a variety of complex technical and analytical support for computer users, computer hardware and software, servers, computer networks, and phone systems; installs computer hardware, software, upgrades, and peripherals; monitors systems; and performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Is under direction. Provides lead direction to others.

DISTINGUISHING CHARACTERISTICS
This advanced or specialist information systems classification is responsible for complex server support and operations design, oversight of all desktop computers and related equipment including the development of specialized software systems and the installation and support of a multi-user server computer system and the most complex multi-user software and performs additional lead, training, and administrative duties.

EXAMPLES OF DUTIES
  • Serves as a resource for all computer users, providing assistance and problem resolution related to computer hardware, software, and associated peripheral equipment.

  • Resolves complex problems with single-user computers multi-user computers, printers, servers, software, peripherals, and other related equipment.

  • Acts as a liaison with all employees to define technical and operational requirements.

  • Directs the work of subordinate technical and paraprofessional staff.

  • Provides technical support to others regarding all facets of the information technology systems owned or generated by AVTA.

  • Ensures security protection for all computers, networks, data hard drives, and other computer media, and information owned or generated by AVTA, or associated with the work performed by the Authority.

  • Configures, and documents network hardware and peripherals, computers and computer equipment and peripherals, operating systems, applications, and applicable software.

  • Installs network, computers, operating systems, peripherals, applications, and software by unloading, uncrating, assembling, setting in place, fastening to walls, floors, counters or other structures or fixtures, and connecting all components of the system, configuring the systems, and performs all other related installation work, such as doing the final system “burn in."

  • Responds to calls from users about problems; diagnoses and performs the most complex repairs of computer hardware and peripheral equipment, such as personal computers, monitors, printers, keyboards, modems, scanners, and other equipment; interfaces with vendor when other services are needed; tests and evaluates new hardware; keeps user informed of progress.

  • Serves as a liaison with staff to define technical and operational requirements; to assist in developing unique software applications, and to ensure appropriateness and accuracy of applications.

  • Identifies opportunities for service delivery improvements; analyzes and evaluates techniques for the implementation of new multi-user computer applications, hardware, and peripheral equipment.

  • Tests, evaluates, and recommends new hardware; tests and evaluates new software.

  • Diagnoses and repairs network hardware and peripheral equipment, such as hubs, switches, routers, media converters, UPS, fiber optic repeaters, network connections, and firewall.

  • Researches, specifies, recommends, and arranges for the purchase of new and replacement technological equipment.

  • Performs general maintenance tasks necessary to keep equipment and tools in operable condition, including inspecting/testing equipment, replacing parts, cleaning equipment, and cleaning work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.

  • Develops and administers disaster recovery procedures and backup systems; when systems fail, troubleshoots, and attempts hard drive recovery and return.

  • Maintains an inventory of all work activities as appropriate; documents services performed on equipment.

  • Provides servers, applications reliability, and phone usage reports.

  • Backs-up servers daily.

  • Performs related duties as assigned.


MINIMUM QUALIFICATIONS

Knowledge of:
  • Methods, materials, techniques, and equipment used in installing, maintaining, testing, troubleshooting, and repairing of single-user, multi-user, and server-based computers.

  • Operational characteristics of computer networks and microcomputers.

  • Principles and practices of maintaining networks.

  • Principles of project development and management.

  • Network systems and hardware and software support, system change processes and basic control methodology.

  • Support of windows-based web systems.

  • Back up and system mirroring processes.

  • IP Telephony Systems and Cisco equipment management.

  • Network devices and network cabling techniques.

  • Current technology in the areas of microcomputer hardware and software.

  • Current technology and implementation techniques of single-user and multi-user computer windows-based systems.

  • A variety of simple to complex software, including transportation software and Microsoft Office Suites.

  • Computers and applicable software applications.


Ability to:
  • Design or assist in the design of unique software applications; oversee the design process, and test applications prior to release.

  • Evaluate and establish priorities and adhere to deadlines.

  • Research, compile, and develop written information.

  • Respond to issues and resolve problems effectively within established guidelines.

  • Communicate effectively, both orally and in writing.

  • Act as the technical lead and provide technical training and mentoring to staff.

  • Troubleshoot and repair computer problems.

  • Establish and maintain cooperative working relationships with those contacted in the course of work.

Experience and Education:
Any combination of experience and training that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required knowledge, skills, and abilities would be:

Experience:
Three years of increasingly more responsible hands-on experience performing technical and analytical tasks in support of computer networks, hardware, software, and peripheral equipment.

Education:
Equivalent to an bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, public relations, marketing, customer service, or a related field.

Experience Substitution:
One year of directly related experience may be substituted for one year of education up to a maximum of two years.

License or Certificate:
Possession of a valid California driver’s license may be required at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be considered on a case-by-case basis.

SPECIAL SKILLS AND WORK ENVIRONMENT

Physical Skills:
Able to use standard office equipment, including a computer; mobility to work in a typical office setting; sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb; lift and carry 50 pounds; distinguish among various colors; distinguish various computer generated auditory signals; use common hand tools; vision to read printed materials and a computer screens; hearing and speech to communicate in person, over the telephone, and to make public presentations.

Work Environment:
Work in a standard office setting; exposure to confining workspace and electrical hazards.
