San Bernardino County Transportation Authority (SBCTA) is the council of governments and transportation planning agency for San Bernardino County. SBCTA is responsible for cooperative regional planning and furthering an efficient multi-modal transportation system countywide. SBCTA serves the 2.1 million residents of San Bernardino County.

As the County Transportation Commission, SBCTA supports freeway construction projects, regional and local road improvements, train and bus transportation, railroad crossings, call boxes, ridesharing, congestion management efforts and long-term planning studies. SBCTA administers Measure I, the half-cent transportation sales tax approved by county voters in 1989.

JOB SUMMARY Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing complex professional support related to transit and rail programs, including public transit and passenger rail planning; provides highly responsible and complex professional assistance to the Director of Transit and Rail in areas of expertise; assists with the development, management, and implementation of County-wide and regional transportation priorities; and performs related work as required. Supervision Received and Exercised Receives general direction from the Director of Transit and Rail. Exercises direct and general supervision over professional, technical, and administrative support staff. Class Characteristics This is a management classification that manages, directs, coordinates, and participates in transit and rail programs, including public transit and passenger rail planning, programming, and implementation activities. This class provides professional-level assistance to the Director of Transit and Rail in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, SBCTA functions and activities, and the ability to assist in the development and implementation of transit and rail programs, projects, and services. This class is distinguished from the Director of Transit and Rail in that the latter has overall responsibility for all functions of the Transit and Rail Department and for developing, implementing, and interpreting public policy.

Manages, oversees, coordinates, and participates in transit and passenger rail planning, programming, implementation, and operations for commuter and light rail, bus, social service transit for elderly individuals and individuals with disabilities, and other non-highway transportation alternatives.

Participates in the development and implementation of goals, objectives, policies, and priorities for transit and rail programs; recommends within policy, appropriate service and staffing levels; recommends and administers policies and procedures. Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Director.

Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees on performance issues; recommends discipline to the Director.

Manages and participates in the development and administration of the program's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.

Performs transit and rail program management, including establishing and monitoring performance goals, program evaluation and feedback processes to ensure goals are being met and services are provided as agreed to in the contractors scope of work; assesses and addresses contractor performance issues; collaborates with stakeholders on developing and implementing program improvements related to performance, cost effectiveness, and services delivery.

Coordinates and provides technical assistance to transit operators throughout the county.

Reviews plans and reports related to short range transit planning; provides feedback and comments and recommends changes as appropriate.

Reviews and analyzes federal and state grant applications and local claims, including assistance to applicants in the preparation of applications and claims for various funding sources.

Participates in the development of transit and passenger rail financing, programs, and operational models.

Monitors regional transportation issues and program changes; ensures that application documentation required by federal, state, and local governments for transit provision is completed and maintained in an accurate and timely manner.

Interprets and applies federal and state guidelines to ensure SBCTA compliance with program standards and intergovernmental funding requirements.

Provides input on project and program issues, policy, and strategic direction.

Represents SBCTA and make presentations to governmental, community, and business groups; responds to public questions on rail or station related issues; coordinates with transit and rail advocates.

Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Director of Transit and Rail.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of transit and rail; researches emerging products and enhancements and their applicability to SBCTA needs. Provides input on project and program issues, policy, and strategic direction.

Monitors changes in laws, regulations, and technology that may affect SBCTA or departmental operations and programs; implements policy and procedural changes as required. Responds to public inquiries and complaints and assists with resolutions and alternative recommendations Performs other duties as assigned.

QUALIFICATIONS:

Knowledge of: Principles and practices of transit and rail program goal setting, development, implementation, and evaluation.

Concepts, principles, and practices of multimodal transit and passenger rail planning, implementation, and operations.

Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.

Basic principles and practices of budget development, administration, and accountability.

Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.

Recent and on-going developments, current literature, and sources of information related to transit programs and services.

Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

Interpret, apply, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in transportation planning, civil engineering, regional planning, public or business administration, or a related field and eight (8) years of progressively responsible professional experience in regional planning, implementation of transit and passenger rail projects, project delivery, construction, or a related field. Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver's License and proof of automobile liability insurance by time of appointment.

SUPPLEMENTAL INFORMATION:

Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various SBCTA meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Environmental Elements The employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other departmental representatives, transportation and government officials, business representatives, and the general public in explaining SBCTA policies and requesting and providing information.
