As the County Transportation Commission, SBCTA supports freeway construction projects, regional and local road improvements, train and bus transportation, railroad crossings, call boxes, ridesharing, congestion management efforts and long-term planning studies. SBCTA administers Measure I, the half-cent transportation sales tax approved by county voters in 1989.

JOB SUMMARY

Under general supervision from the Chief of Transit & Rail Programs, manages federal, state, and local funds related to transit and transportation programs and ensures that all funding requirements related to local transportation projects and Transit and Rail are properly executed in order to meet federal, state and local funding requirements; provides analytical and technical support to the Transit and Rail department members; provides varied project management, program and budgetary analysis; coordinates and manages SBCTA projects with staff from other regional transit agencies; and performs related work as required.

ESSENTIAL FUNCTIONS

Essential duties and responsibilities may include, but are not limited to the following: •Provides assistance with managing rail and transit capital improvement projects and studies. •Assists in developing new and improved programs and delivery of transit services. •Analyzes and provides written and verbal reports on transit operators’ Board of Director’s agenda items. •Assists with the general coordination and management of SBCTA railroad right-of-way. •Coordinates with fund administration and planning to insure the inclusion of transit and rail operating and capital projects. •Assists in monitoring transit operators’ performance improvement programs. •Coordinates processing and approval of transit short range plans. •Assists in monitoring federal transit grant programs and funded projects. •Assists in the coordination of special projects such as with SCRRA (Southern California Regional Rail Authority/Metrolink) and special event venues for train operations. •Assist with administration of federal and state grants. •Assists in the administration of the Local Transportation Funds (LTF) and the State Transit Assistance Fund program. •Develops and creates administrative tools needed to conduct analysis and research information. •Enforces established requirements and evaluates submittals by outside agencies for compliance and quality. •Prepares and presents committee and Board agenda items. •Represents SBCTA at various transit operator meetings. •Performs other related duties as required.

MINIMUM QUALIFICATIONS

Knowledge of:

•Concepts and practices related to transit and transportation programs. •Roles of federal, state and local government agencies. •Record keeping and file maintenance principles and procedures. •Business and personal computers, and standard software applications. •Applicable state and federal statutes, rules, codes, and regulations.

Skill in:

•Organizing, analyzing, and interpreting information and data. •Planning, organizing, and completing work within established deadlines. •Using computer software programs including graphics, database, spreadsheet, word processing, and Internet applications. •Assessing and prioritizing multiple tasks, projects, and demands. •Establishing and maintaining effective working relationships with employees, government agency representatives, and the public. •Communicating effectively verbally and in writing.

Education and/or Experience:

Equivalent to the completion of the twelfth (12th) grade and two (2) years of general accounting and clerical experience, preferably in municipal accounting. College coursework in accounting and business is desirable.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, urban planning, government, or a closely related field AND one (1) year of analytical or administrative experience.

Licenses and Certifications: Possession of or ability to obtain a California driver's license and proof of automobile liability insurance may be required. Physical Demands:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
