POSITION: Assistant General Manager for Planning & Marketing

LOCATION: CTtransit, Hartford, CT

REPORTS TO: General Manager

OVERVIEW: Serves on six-person First Transit management ream responsible for operating the State-owned fixed route bus transit systems serving greater Hartford, New Haven, and Stamford, CT, including the CTfastrak BRT. This is our company’s largest TM location with nearly 500 buses and over 1,000 employees. Areas of responsibility for this position include service planning and scheduling, customer service, and marketing, with more than 80 employees among the three divisions.

DUTIES AND RESPONSIBILITIES

• Direct reports include the Director of Planning and Scheduling and Director of Marketing. • Oversight of the following functions: - Service monitoring by Traffic Specialists and analysis of AVL and APC data to support proposed service adjustments - Planning of new services at the direction of CTDOT and other agencies - Convening the Service Review Committee to approve, defer, or reject proposed service changes for bid-ins in each division - Provide liaison with outside agencies including municipalities, MPO’s, and State DOT regarding transit services and the effect of development plans - Preparation for public hearings on service and fare changes - Preparation of Title VI equity analysis for service and fare changes - Run-cutting for bus operator bid-ins at least three times per year in each division - Customer service information centers and downtown information and sales booths in each division - Proof-of-purchase fare inspection on the CTfastrak BRT - Administration of regional bus shelter and stop signage programs systemwide - Administration of U-Pass programs with local colleges and universities - Development and maintenance of the CTransit website - Publication of printed schedules, maps, and other public information pieces - Use of social media for public information and marketing - Coordination with other transit marketing in Connecticut, including CTrides - Reporting and analysis of key performance indicators • Participates as a member of the management negotiating committee for collective bargaining agreements with the ATU • Reports to the General Manager and CTDOT on planning and marketing issues • Prepares an annual marketing program • Performs other duties and responsibilities as required

QUALIFICATIONS

1. College degree or equivalent experience is required. 2. Exceptional written and verbal communication skills are required. 3. Knowledge of fixed-route transit operations is required. 4. Minimum five years of management experience on a transit property is required, including supervision of technical and professional staff. 5. Exceptional analytical skills are required. 6. Exceptional problem-solving skills are required. 7. Ability to represent the organization in a variety of public forums, demonstrating diplomacy and tact, are required. 8. Ability to manage multiple projects is required. 9. Knowledge of Trapeze scheduling software and other systems for run-cutting and scheduling is highly desirable. 10. Knowledge of webside design and the use of social media for transit marketing is highly desirable. 11. Proven leadership and team-building ability is essential.
