Job Summary/Duties:
This is a management position of a complex, technical, and broad nature responsible for the effective assessment of training needs; the preliminary research, development and design of a maintenance training school for all the Rail Operations Maintenance Groups, Apprenticeship training program for the Technical Skills Program and Roadway Worker Protection (RWP) training in the Department of Operations. Responsible for the management and implementation of the maintenance training programs utilizing a “Best Practice” standardized approach and the preliminary design, development and implementation of maintenance training school creating comprehensive technical and professional development training programs to prepare operational staff in the respective areas to meet WMATA's operating and maintenance needs. Reviews training requirements for annual budget development, supervising training staff, and serving as a member on internal WMATA training committees.
  • Employee ensures effective recruitment and selection of operations and maintenance personnel for the office of Technical Skills Maintenance Training (TSMT) through coordination with HRMP. Employee has extensive latitude for independent judgment and action and is expected to resolve critical issues.

  • Supervises, trains and evaluates a staff of technical instructors assigned to develop and implement instructional standards and programs for initial qualification and ongoing training of Operations maintenance personnel.

  • Establishes comprehensive maintenance training programs with effective training policies and guidelines which cover all aspects of Car Maintenance, Elevator & Escalator, Plant System Maintenance, Track & Structures Maintenance, Apprentices and RWP. Provides various instructional methods and settings which incorporate innovative and effective techniques (e.g. CBT, interactive-video, OJT). Instructional program methods include seminars, workshops, targeted small group, troubleshooting and long-term instructional programs as appropriate.

  • Oversees the direct supervision of the apprentices/trainees enrolled within the Apprenticeship/Technical Skills Program(s) and ensures that current, accurate and complete records exist for each apprentice/trainee showing their attendance, work experience, related instruction and progress.

  • Utilizes and/or provides needs assessments, and test validity and reliability reviews through formal and informal processes to identify training and documentation needs to ensure programs provided are responsive to the needs of the authority and maintenance departments.

  • Develops and implements training manuals and curricula, evaluation procedures, test instruments, simulators, mock-ups, and training media. Ensures that current modifications and new equipment are incorporated into all instructional programs.

  • Monitors FTA and Safety audits to ensure that required changes are updated into instructional programs, policies and procedures.

  • Provides review and approval of contractor training programs including development of instructional specifications, review and approval of deliverables, scheduling, coordinating, and monitoring of training. Ensures that contractor instructional curricula are incorporated into the standard ongoing Operations Maintenance, Apprentice and RWP instructional programs.

  • Collaborates with Operations Directors and General Superintendents to identify training needs and manage the curricula development, personnel standards development, training aids development and training presentation to ensure that all activities are accomplished efficiently, safely, economically and in conformance with assigned mission and goals.

  • Collaborates with Operations Directors and General Superintendents to recommend cost-effective resources, education courses/programs, and vendor training to replace or augment existing training within the assigned department.

  • Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.

  • Develops, administers, and implements effective employee selection/promotional examinations, reviews promotional eligibility standards, and supervises the transfer/promotion of operations maintenance employees, ensuring compliance with Federal regulations, guidelines and WMATA policy.

  • Provides instructional and documentation program analyses, milestones, technical reviews and statistical data compilation and ensures that programs are properly documented and maintained.

  • Provides quarterly status reports which include budget, goals, activities, accomplishments and projections. Forecasts and recommends long-term instructional and documentation program budgets and resource requirements.

Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Engineering, Engineering and Technology, Transportation Management, or related field. A minimum of eight (8) years of experience in maintenance, engineering, or technical management with specific experience that includes training and supervision.

Or, an equivalent combination of post high school education, Industrial or Vocational Training and a minimum of twelve (12) years of experience in maintenance, engineering, or technical management with specific experience that includes training and supervision.
