Overview:

Under minimal guidance, manages and directs the development and implementation of the OC Streetcar fixed guideway service and oversees the operation and maintenance. This position is an exempt position in Salary Grade V: Min $109,387.20 - Mid $136,843.20 - Max $164,229.20 per year. The starting salary will be within this range based on qualifications. • Acts as project manager for the Rail Activation Plan, overseeing the transition of the project from construction to an operating system. Supports and participates in the various implementation tasks currently underway. Develops and implements the streetcar operations and maintenance plan and coordinates with other divisions/departments to implement the system. Ensure related standards, rules, procedures and other documents are developed as appropriate. • Coordinates with the California Public Utilities Commission and other oversight agencies to ensure certification of the streetcar system and continued compliance with rules and regulations pertaining to the management, operation and maintenance of a streetcar system. • Acts as project manager for the selection and oversight of the streetcar operations and maintenance contractor(s). Oversees the day-to day operations and maintenance, works with contract managers to resolve safety, service quality, training and development, scheduling, discipline and similar issues. • Acts as project manager for the vehicle manufacturing process, including receipt of the streetcar vehicles, testing, commissioning and startup. • Manages assigned staff in the administration, management and oversight of the streetcar system. Reviews performance, delegates tasks and provides employee development opportunities, as appropriate. • Monitors service performance reports including metrics to identify areas for program improvements. Coordinates with other agency staff to address performance issues such as customer service and on-time performance, as needed. • Ensures full coordination with existing public transportation in or near the streetcar corridor. • Prepares scopes of work, staff reports, memos and other correspondence, presentations and related documents, as required. • Represents the Authority to both internal and external stakeholders, makes presentations to senior management, board members, and outside organizations regarding program and project accomplishments and/or progress. • Develops budgets for the streetcar program. Collaborates with Finance and grants staff to identify, designate and secure funds for projects. Approves invoices and monitors and controls expenses against project budgets. Addresses any conditions that may adversely affect the project schedule and budget parameters. Qualifications: Any combination of education and experience equivalent to a bachelor’s degree in Transportation Planning, Management, Business or Public Administration, Logistics, project management, or related technical field with a minimum of approximately eight years progressively responsible experience in managing multiple complex transit-related projects or activities four years’ of which are in management. Experience should include working with and adhering to FTA funding and operating requirements for streetcar or other fixed guideway systems. Experience should also include work with public safety oversight offices

Knowledge of:

• Public Transportation management principles, techniques and regulations. • Design, operations and maintenance of streetcar or similar transit systems. • Federal Transportation Administration (FTA) requirements for streetcar systems including state safety and oversight compliance. • California Public Utilities Code rules and regulations pertaining to streetcar vehicles, operation and maintenance. • Contract negotiation and administration of agreements. • Microsoft Office Suite. • Budget development and management. • Leadership techniques and project management theory.

Ability to:

• Communicate effectively with tact and diplomacy with all levels of staff, executive management, Board members and external stakeholders. • Write, read and interpret technical documents such as safety rules, operations and maintenance instructions and procedure manuals. • Manage projects within budget and schedule. • Respond to service and operational emergencies on a 24/7 basis. • Develop solutions that support the goals of the program and meet expectations. • Develop consensus among various stakeholder groups. • Think and act strategically.
