Overview: Under general direction, implements, monitors, and evaluates private vendor transportation-provided services and contracts related to maintenance of service vehicles. Maintenance Field Administrator, Senior: This position is Salary Grade S: Min $78,478.40 - Mid $97,884.80 - Max $117,270.40 per year. The starting salary will be within this range based on qualifications.

Maintenance Field Administrator, Principal: This position is Salary Grade R: Min $69,867.20 – Mid $87,193.60 – Max $104,478.40 per year. Responsibilities: This list is intended to indicate the general nature and level of work performed by employees within this classification and is not designed to be interpreted as an exhaustive listing of all tasks required of employees assigned to this job. • Responsible for overseeing the maintenance performance of service contractors on OCTA vehicles, assisting with bus and maintenance equipment procurement and investigating new technology for potential use to improve the OCTA’s service to its customers. • Evaluate contractor performance through data collection, analysis, and formulation of reports. Coordinate with all levels of management to summarize and prepare recommendations on maintenance standards and compliance. • Participate in the development and monitoring of performance indicators for contract maintenance programs. Assists with the development of policies and procedures related to addressing vehicle maintenance issues and initiates action as required. • Perform assigned tasks related to the required management of the Authority-provided maintenance facilities. Coordinate with designated Authority Facility Maintenance staff to oversee facility improvement projects, issues related to facility compliance, and the overall daily facility functionality. • Reviews contractor requests for major component repairs and other maintenance-related pass-through costs. Coordinate work related to warranty and third-party provided services. • Assists in the formulation of specifications for vehicle, equipment and service/maintenance contractor procurements. Maintain the vehicles assigned to the CTS contingency fleets. Assists with the • Authority’s vehicle donation programs, to include all vehicle emission compliance testing and reporting. • Perform required vehicle inspection activities to insure vehicles are in compliance with Federal Motor Vehicle Safety Standard (FMVSS) regulations. Ensures contractor maintenance meets all state and federal requirements including facilitating annual California Highway Patrol (CHP) terminal inspections. • Monitor daily operations of facilities and facility systems in support of day-to-day operations to ensure that facility readiness is maintained and in compliance with regulatory agencies. • Assists in the preparation and forecasting of budgets, including vehicles, fuel, parts and tires for contracted services. Ensures expenditures do not exceed budget. Oversees an annual inventory of vehicles and equipment assigned to CTS and in possession of the contractors, which includes physical audits to insure inventory accuracy. • Supervises and oversees the job performance of the Maintenance Field Administrator. Reviews required maintenance reporting forwarded by the Maintenance Field Administrator.

Qualifications: Maintenance Field Administrator, Senior: Any combination of education and experience equivalent to a bachelor's degree with a minimum of approximately five years related experience, three of which are at the journey level in demand-responsive paratransit operations, transportation management, or contract administration. Public speaking or public relations experience is desirable. Knowledge of vehicle maintenance is highly desirable. Knowledge of: • Contract transit operations and applicable state and federal regulations with respect to contractor provided maintenance. • Principles of contract monitoring and administration. • Principles of service procurement using competitive bidding. • Transit operations and state and federal transit regulations and reporting. • Applicable codes, laws, rules, regulations and policies • Vehicle specifications and maintenance programs for small, mid-sized and large vehicles. • Materials, methods, practices and equipment used in vehicle and facility maintenance and repair. • Industry standards pertaining to the maintenance and repair of vehicles, equipment, and tools. Ability to: • Negotiate and administer service contracts with private vendors. • Analyze complex issues and determine appropriate course of action. • Work independently, establish priorities, and take the lead on assigned projects. • Research and analyze operational problems and develop sound solutions. • Communicate effectively with the general public, special interest groups, and transit service providers. • Operate office equipment, including computers and associated software. Maintenance Field Administrator, Principal: Any combination of education and experience equivalent to a bachelor’s degree and a minimum of approximately seven years increasing responsibilities in a vehicle maintenance environment, and professional experience in transportation management, or contract administration. Experience with public agencies and especially public transit systems are helpful. Strong oral and written communication skills are required. Knowledge of: • Contract transit operations and applicable state and federal regulations with respect to contracted provided maintenance. • Principles of contract monitoring and administration. • Principles of service procurement using competitive bidding. • Department of transportation (DOT) regulations, governing the use of Commercial Vehicles, as well as strong mechanical aptitude and working knowledge of vehicle systems, and design characteristics. • Advanced understanding of transit vehicle components such as engines, transmissions, differentials, brakes, climate control, hydraulic and electrical systems and transit industry standards in preventive maintenance inspections. • Technical knowledge of alternative fuels and advanced electrical systems related to transit fleet vehicles. • Federal, state and local regulations related to safety inspections, vehicle conditions, National Transit Database reporting, etc. • Vehicle specifications and maintenance programs for small, mid-sized and large vehicles. • Federal ADA transportation rules and regulations with regard to revenue vehicles and the special transit needs for people with disabilities, senior citizens and commuters. Ability to: • Ability to effectively interface with vendors regarding technical data information. • Analyze complex issues and determine appropriate course of action. • Work independently, delegate appropriate responsibilities, establish priorities, and take the lead on assigned projects. • Research and analyze maintenance problems and develop sound solutions. • Communicate effectively and directly with representatives of other departments. Special Qualifications: A valid Class C California Driver License is required. Driving record must meet OCTA’s driving standards and be in good standing with the Department of Motor Vehicles. Ability to obtain a California Commercial License, Class A/B with Passenger and Air Brake Endorsements within six months of hire is required.
