Description:

The Deputy Director of Safety plans, develops, administers, implements, evaluates, and modifies a comprehensive safety program for LYNX. The primary function of this position is to ensure a safe and secure transit environment for passengers, visitors, employees, and facilities. Responsibilities include emergency response and recovery, and environmental impacts. This position reports to the Chief Financial Officer (CFO).

Essential Functions:

· Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines safety staff.

· Plans, develops, implements, modifies, updates, and communicates a comprehensive safety program which includes emergency response and recovery, and environmental policy statement and management system; updates, develops, and recommends safety policies, procedures, reports, and standards, and assists departments with establishing safety goals; ensures compliance with applicable laws, codes, regulations, and guidelines; and conducts and/or provides safety and emergency preparedness training for LYNX employees, to include the ‘See Something, Say Something’ campaign.

· Partners with project team members to plan, develop, implement, and oversee an electronic ‘See Something Say Something’ alert system to include mobile applications.

· Ensures compliance with all safety related reporting requirements of the State of Florida, the U.S. Department of Transportation, the Department of Homeland Security (DHS), the Transportation Safety Administration (TSA), and LYNX policy. Reports include, but are not limited to, the National Transit Database (NTD), the Drug and Alcohol Management Information System (MIS), and Florida Department of Transportation (FDOT) Safety Certification requirements.

· Develops and oversees the LYNX Drug and Alcohol Testing Program(s) and associated documentation in compliance with all applicable rules, policies, and mandates. Programs include pre-employment, post-accident, fit-for-duty, random and reasonable suspicion testing.

· Supervises the oversight of various safety inspections and the activities of safety review teams in various departments throughout the LYNX organization.

· Manages public record requests for safety related videos and documents; daily video download and retention; and incident preventability review.

· Oversees investigations and reconstructions of safety related accidents/incidents including root cause analysis with focus toward prevention; and communicates findings and makes recommendations to update safe work procedures.

· Develops and oversees the LYNX safety response process for incident investigations to include crashes, employee workplace injuries, passenger injuries, and other safety and/or risk events.

· Develops risk, safety, and threat assessments utilizing staff, consultants and other appropriate subject matter experts.

· Attends and participates in local, county, and state community traffic safety teams.

· Oversees management of contracted police authorities and security services for the agency.

· Develops and manages the LYNX safety staff on-call schedule and participates in the on-call schedule, as needed.

· Performs other duties as may be required or assigned.

Required Qualifications:

· Bachelor’s degree from a regionally or nationally accredited institution in business management, safety, public administration or a related field.

· A minimum of eight years of professional experience in operational, industrial, environmental and/or occupational health and safety to include two years of experience developing and administering safety emergency or training programs.

· Qualifying experience must include supervisory experience.

· Two additional years of directly related experience beyond the minimum required may substitute for one year of required education.

Desired Qualifications:

· Specialized training including crash investigations, health and industrial safety, and claims management highly desired.

· Professional safety certifications.

· Comprehensive safety or loss control experience in public transportation.

· Experience in Emergency Management.

Knowledge, Skills, and Abilities (KSAs):

· Knowledge of OSHA, National Fire Protection Association (NFPA), Environmental Protection Agency (EPA), and other federal and state safety laws and regulations as they apply to industrial and employee safety.

· Knowledge of basic industry fleet and occupational safety, health, and environmental compliance practices, programs and implementation.

· Knowledge of the methods, techniques, and practices used in the management of environmental health and safety issues and programs including detection, analysis, and elimination of environmental health and safety hazards.

· Knowledge of emergency preparedness and continuity of operations planning, regulations, and standards.

· Knowledge of the U.S. Department of Transportation Code of Federal Regulations, Title 49 (particularly those sections applicable to the Federal Highway Administration; Federal Transit Administration, and the National Transportation Safety/Security Board).

· Knowledge of the principles and practices of accident investigation programs.

· Knowledge of supervision, training, employee development, and effective discipline.

· Proficiency with MicroSoft Word, Excel and PowerPoint.

· Ability to select, supervise, train, evaluate, motivate, counsel, and discipline staff.

· Ability to effectively plan, organize, implement, and evaluate safety and environmental health and safety programs to ensure a safe working environment.

· Ability to assess and analyze risk exposures and to propose and implement risk mitigation measures.

· Ability to analyze and interpret numerical, statistical, and qualitative data.

· Ability to exhibit a professional, courteous demeanor.

· Ability to work in a diverse environment.

· Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.

Work Environment and Special Considerations:

· Frequent exposure to weather, mechanical, electrical, roadway, and physical hazards.

· On call 24 hours/7 days a week.

· Will report at various hours during nights, weekends, and holidays.

· Will need to travel locally.

· Must possess and maintain a valid Florida driver’s license and safe driving record.

· LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, requires 24-hour availability in the event of an emergency or disaster.

Cell Phone Use:

The agency anticipates that the position’s incumbent must be available throughout the workday and, on some occasions, after regular work hours. Therefore, as a condition of employment, the incumbent is expected to carry a cell phone.

Pay range: $70,810 to $111,525 per year plus benefits.
