Basic Function
Perform complex contract compliance, labor compliance, and outreach work in support of Workforce Initiative Now-Los Angeles (WIN-LA), Project Labor Agreement (PLA)/ Construction Careers Policy (CCP)

Example Of Duties
  • Supports the development of Metro’s Workforce Initiative Now-Los Angeles (Win-LA) program by establishing and monitoring long-range goals, schedules, and strategies

  • Performs activities in support of the administration of WIN-LA and Project Labor Agreement (PLA)/Construction Career Policy (CCP), to ensure that contractors are in compliance with Metro policies program goals, initiatives and objectives

  • Presents WIN-LA and PLA/CCP information to contractors and subcontractors, including program partners, stakeholders and participants

  • Gathers and reviews documents from contractors, subcontractors, partners, and/or others to determine compliance with WIN-LA and PLA/CCP requirements

  • Responds to inquiries for WIN-LA and PLA/CCP information

  • Interfaces with various workforce/work source agencies, community based organizations, labor unions, contractors, educational institutions, small business organizations, and transit agencies to promote department programs

  • Supports the coordination of functions, groups, and projects related to WIN-LA, PLA/CCP programs

  • Counsels contractors, subcontractors, program partner's and participants on requirements of the WIN-LA and PLA/CCP and outreach programs

  • Responds to public inquiries on WIN-LA and PLA/CCP programs and policies

  • Monitors contracts for PLA and/CCP compliance

  • Monitors and audits contractor Employee Hiring Plans and monthly worker reports for compliance with PLA/CCP requirements

  • Conducts investigative activity to resolve open complaints, grievances and other identified PLA/CCP compliance issues

  • Represents department at internal and external meetings to clarify and discuss issues related to WIN-LA and PLA/CCP outreach programs

  • Develops partnerships with public agencies, labor/trade representatives worksource Centers and employment services organizations to coordinate activities to support the WIN-LA and PLA/CCP programs

  • Coordinates internal and external outreach events and speakers

  • Conducts internal and external training workshops, pre-bid meetings, and other standard meetings to convey program policies, processes, and regulations to contractors, the public, and stakeholders

  • Supports the development of WIN-LA and PLA/ CCP communication and marketing materials

  • Prepares program content, collateral and/or articles for Metro’s newsletters, website and other media related platforms

  • Prepares reports and various other correspondence

  • Leads team of subordinates and monitors activities

  • Generates and oversees the preparation of written documentation regarding jurisdictional disputes, arbitrations, audits, findings, appeals, and significant project milestones

  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees

  • Contributes to ensuring that the EEO policies and programs of Metro are carried out


Requirements For Employment

  • Bachelor's degree - Public Administration or related field

  • 3 years' journey-level experience implementing compliance, workforce, and/or economic development and/or outreach programs


Knowledge:

  • Theories, principles, and practices of workforce development, project labor agreements, and/or construction career programs/policies

  • Applicable local, state, and federal laws, rules, and regulations pertaining construction labor, labor wage compliance, public program oversight and compliance and/ or outreach program implementation

  • Business software applications such as Access, Excel, Outlook, PowerPoint, and Word


Abilities:

  • Communicate effectively orally and in writing

  • Represent Metro before the public

  • Exercise judgment and creativity in making decisions

  • Prepare comprehensive reports and correspondence

  • Analyze situations, identify problems, recommend solutions, and evaluate outcomes

  • Compile and analyze complex data

  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements

  • Interact professionally with various levels of Metro employees and outside representatives

  • Travel to offsite locations within a reasonable timeframe

  • Read, write, speak, and understand English
