The Chief Development Officer is responsible for leading the Development Services Division, which involves managing the following Departments: Engineering, Real Estate, and Facilities. S/he provides overall direction to ensure the District goals are achieved in accordance with any applicable federal, state, local, and regulatory laws, rules or guidelines.

Distinguishing Characteristics Responsible for managing assigned departments that require professional level knowledge of capital program management and delivery, contract management, real estate, and facility management. The incumbent must demonstrate a collaborative management style, excellent communication and interpersonal skills, and possess a high degree of creativity, foresight and mature judgment in strategic planning, organizing, coordinating, and solving complex problems. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines. This position is designated as an at-will position in accordance with the NCTD Employee Handbook.

Supervision Received and Exercised This position reports to the Executive Director. S/he has supervisory oversight for assigned staff and may also oversee the work of consultants and contractors. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required.

EXAMPLES OF DUTIES

Essential Functions Duties may include, but are not limited to the following: • Provides timely information/briefings to the Executive Director and General Counsel to support the provision of guidance regarding the corporate strategy, direction, and management of risk to the District. • Oversees complex and critical research, conducts comprehensive analysis of issues and develops recommendations on administrative and operational issues. • Ability to work well with others and partner with NCTD Divisions to support a collaborative work environment that ensures consistent delivery of on-time and on budget completion of projects. • Provides oversight on projects required to support required maintenance, repair, and/or development of NCTD’s real estate and real property assets, primarily in engineering and facilities. • Assesses and monitors workload, administrative and support systems; identify opportunities for improvement; direct and implement action to ensure appropriate assignments to support delivery of projects and job tasks. • Develops, implements, and periodically updates policies and procedures for areas of responsibility. • Collaborates with other governmental agencies, businesses and private organizations to develop ideas and resolve issues. • Understands, interprets, explains, and applies Federal, State, and local laws and regulations applicable to engineering, real estate, and facilities responsibilities. • Ensures the procedures, processes, and outputs of assigned departments adhere to and are compliant with applicable guidelines and regulations. • Responsible for compliance with NCTD’s Municipal Separate Storm Sewer System (MS4) Program. • Oversees the management of engineering, real estate, and facilities contracts. • Develops and implements department goals, objectives, policies and priorities for each assigned area of responsibility. • Oversees and participates in the development and administration of the department budget for areas of responsibility which involves forecasting staffing, equipment, materials and supplies; approve expenditures and implements budgetary adjustments as appropriate and necessary. • Responsible for the hiring, training, supervising, reviewing, disciplining, and terminating subordinate staff as needed and in accordance with District policy. • Performs other related duties as assigned.

QUALIFICATIONS Experience/Education • Bachelor’s or Master’s degree in Architecture or Engineering preferred but not required. A Bachelor’s Degree in public administration, business, transportation/urban/environmental planning, or related field is acceptable. • Minimum 15 years prior directly relevant experience, including minimum 7 years of supervisory experience. • Experience in a public agency, or with transit operations, desired but not required.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered. Certificates/Licenses • Possession of and the ability to maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years. • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

General Requirements • Knowledge of engineering principles, including experience with bus and rail facilities, required. • Knowledge of real estate operations and principles, including experience with bus and rail facilities, required. • Knowledge of facility maintenance principles, including experience with bus and rail facilities, required. • Familiar with pertinent code and regulatory requirements of agencies such as the FTA, FRA, CPUC, OSHA, EPA, and California Code of Regulations. • Able to create and maintain good working relationships through excellent communication and teambuilding skills. • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources, ability to interpret and apply local, state, and federal rules and regulations accurately and effectively. • A professional level of expertise in multiple areas and demonstrated use of high-level discretion and judgment in execution of duties is preferred. • Must be able to manage and maintain simultaneous, transitional, and emerging priorities. • Demonstrated proficiency in computer software programs including the Microsoft Office Suite. • Able to respond in-person to emergencies on any shift and under any weather or time-of-day circumstances.

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

Machines / Tools / Equipment • Ability to operate a personal computer and Microsoft Office Suite programs. • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. • Ability to carry and operate a Blackberry/iPhone on-call device.
