SUMMARY
This is a professional engineering and project management position of a difficult nature. The incumbent is responsible for ensuring the design and maintenance integrity of rail car and maintenance vehicles, vehicle systems, subsystems and support equipment. Responsible for evaluating railcar system performance, condition and characteristics and, where appropriate, initiating and implement modifications. Incumbent is also responsible for integrating broadly-stated policies or objectives into preventative or corrective maintenance programs.

ESSENTIAL FUNCTIONS
  • Instruments vehicles using various test and data acquisition systems to evaluate operational performance parameters.

  • Ensures that the requirements for new rapid transit cars, maintenance vehicles and their related systems, subsystems, and support equipment are included in WMATA specifications. Serves as project engineer for procurement of equipment or services related to rail transit cars and maintenance vehicles.

  • Reviews and evaluates the performance of transit and maintenance vehicle systems, subsystems and components to determine the nature and cause of problems that develop in the operation of rail vehicles, recommending immediate corrective actions or special maintenance procedures and calibration routines that will eliminate future failures. May support other engineers on a project basis.

  • Investigates and prepares reports on technical studies relating to maintenance and testing requirements of transit car systems and subsystems. Evaluates technical proposals, cost estimates, specifications, and designs for compliance with WMATA’s operational needs.

  • Performs “on-call” duty as assigned, responds to incidents when called, conducts incident investigations and writes formal report of findings.

  • Develops effective standards for equipment and system testing, determining cause and effect of maintenance failures. Directs the operational tests of rapid transit car systems and subsystems in coordination with maintenance or engineering personnel.

  • Analyzes specific modifications that may be required of existing designs for potential effects in the areas of transit car performance, cost, time requirements, reliability and maintainability. Performs life cycle cost analyses to determine effectiveness of current systems and equipment in meeting service requirements.

  • Performs engineering and technical inspections of new vehicles and newly installed, modified, or existing equipment to ensure conformity with WMATA’s installation, performance and maintenance standards. Reviews contractor submittals, evaluates test procedures, maintenance manuals and inspection schedules for new equipment. Recommends improvements in these documents to enhance reliability objectives.

  • Develops preventive maintenance procedures for equipment and recommends adjustments to maintenance schedules as necessary to improve reliability or respond to changing operating conditions.

  • Reviews equipment condition and reliability and recommends systems or subsystems for replacement or rehabilitation under the Capital Improvement Program. Prepares staff summary sheets, fact sheets, talking papers, progress reports; develops time, equipment and personnel estimates.

  • Develops technical specifications and design for new vehicle and/or replacement equipment, develops implementation schedules and coordinates installation, monitors progress and schedule adherence and ensures timely, within budget, contract completion.

  • Provides technical assistance to car maintenance supervisors and guidance to technicians and WMATA staff in conducting investigations concerning transit car related problems; ensures technical requirements for the maintenance of new and redesigned equipment are properly communicated to the appropriate supervisory personnel.

  • Develops test equipment and procedures or revises existing equipment to meet standardization requirements for the maintenance of rail vehicles.

  • Provides technical assistance to training personnel on the development of instructional programs to assure the required skill levels are available to maintain new and redesigned systems requirements.

  • Maintains awareness of the safety implications of design changes and confers with appropriate personnel prior to implementation to ensure that safety-related requirements are satisfied.

  • Prepares a variety of technical reports covering equipment and system design, compatibilities, life spans and maintenance costs as required.

  • Represents WMATA at meetings with consultants and contractors as required.

MINIMUM QUALIFICATIONS

Education
Graduation from an accredited college or university with a Bachelor’s Degree in Mechanical, Electrical, or a related Engineering field.

Experience
Four (4) years of progressively responsible experience performing rail vehicle engineering tasks.

In lieu of a Bachelor’s degree, a minimum of eight (8) years of progressively responsible experience performing rail vehicle engineering tasks.

Certification/Licensure
Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator’s permit issued from the jurisdiction of residence.
