Overview:

Under general guidance, develops strategic plans for and facilitates and guides the development and implementation of service change programs from schedule development through the preparation of Coach Operator work assignments in support of the OC Bus Program.

Section Manager I: This position is Salary Grade R: Min $69,867.20 – Mid $87,193.60 – Max $104,478.40 per year. This is an exempt position. The starting salary will be within this range based on qualifications. Section Manager II: This position is Salary Grade S: Min $78,478.40 - Mid $97,884.80 - Max $117,270.40 per year. This is an exempt position. The starting salary will be within this range based on qualifications. Section Manager III: This position is Salary Grade T: Min $88,212.80- Mid $109,782.40 - Max $131,331.20 per year. This is an exempt position. Responsibilities:

This list is intended to indicate the general nature and level of work performed by employees within this classification and is not designed to be interpreted as an exhaustive listing of all tasks required of employees assigned to this job. • Establishes strategic plans and section work programs through the development of short-, intermediate- and long-term objectives consistent with Board-adopted goals. • Directs the activities of Schedule Analysts in the development of route schedules and operator assignments under OCTA Service Change Program. • Develops and evaluates strategies to maintain/improve efficiencies in vehicle and operator run assignments and route on-time performance. • Develops section goals and performance measures and recommends policy direction. Identifies operational efficiencies and recommends cost savings measures, with a focus on on-time performance. • Oversees the efforts of scheduling staff in gathering and analyzing passenger and vehicle information, developing fixed-route schedules, and developing coach operator work assignments. • Guides staff in monitoring and analyzing schedule and run cut statistics and performance measures. • Coordinates manpower requirements with fixed-route operations group and base management. Coordinates vehicle requirements with Maintenance management. • Supports the department manager in managing the department including working with budget management, ensures that budget expenditures are in compliance with targets, and ensures that projects are delivered timely and accurately. • Promotes initiative, responsibility and teamwork through the performance appraisal process. • Collaborates with Operations Planning & Scheduling section manager and other section managers (Planning, Marketing) in the development of service change programs. • Lead/chair various internal committee meetings dealing with service related issues.

Qualifications:

Section Manager I: Any combination of education and experience equivalent to a bachelor's degree in business administration, transportation planning, or related field, with a minimum of approximately four years increasingly responsible professional or management experience. Two years of previous supervisory experience in fixed route operations, scheduling, or planning is preferred. Knowledge of: • Principles, practices, and trends in transportation operations. • Research and statistical methods and techniques. • Schedule writing, run cutting, schedule checking, and manpower allocations. • Transit operations, schedules, geography of service area, equipment, and policies. • Management principles and techniques. • Budget development and monitoring. • Labor agreements. • Computer and software operations. Ability to: • Analyze and develop complex timetables and statistics drawing from a variety of sources. • Formulate long- and short-term objectives consistent with adopted goals and policies. • Communicate externally and internally on a broad range of transportation matters. • Analyze situations, solve problems, allocate resources, develop work programs, and obtain results independently or as part of a team. • Manage programs and professional staff. Section Manager II: Any combination of education and experience equivalent to a bachelor's degree in business administration, transportation planning, or related field, with a minimum of approximately five years increasingly responsible administrative or management experience. Three years of previous fixed route operations, scheduling, or planning management experience is preferred. Knowledge of: • Principles, practices, and trends in transportation operations. • Research and statistical methods and techniques. • Schedule writing, run cutting, schedule checking, and manpower allocations. • Transit operations, schedules, geography of service area, equipment, and policies. • Management principles and techniques. • Budget development and monitoring. • Labor agreements. • Computer and software operations. Ability to: • Analyze and develop complex timetables and statistics drawing from a variety of sources. • Formulate long- and short-term objectives consistent with adopted goals and policies. • Communicate externally and internally on a broad range of transportation matters. • Analyze situations, solve problems, allocate resources, develop work programs, and obtain results independently or as part of a team. • Manage programs and professional staff. Section Manager III: Any combination of education and experience equivalent to a bachelor's degree in business administration, urban planning, or related field with a minimum of approximately six years progressively responsible related experience in fixed route operations scheduling, planning, or comparable operations, three years of which are in management. Knowledge of: • Principles, practices, and trends in transit operations. • General research and statistical methods and techniques. • Schedule writing, run cutting, schedule checking, and manpower allocations. • Transit operations, schedules, geography of service area, equipment, and policies. • Management principles and techniques. • Long, and intermediate-range regional planning and programming and short-range transit scheduling strategies. • Budget development and monitoring. • Labor agreements. • Computer and software operations and functionality Ability to: • Provide leadership to and foster development of technical staff. • Analyze and develop complex timetables and statistics drawing from a variety of sources. • Present complex data and techniques in easily understood written and verbal forms. • Formulate long- and short-term objectives consistent with adopted goals and policies. • Analyze situations, solve problems, allocate resources, develop work programs, and obtain results independently or as part of a team. • Manage programs and professional staff. • Prepare and present oral and written reports to executive leadership, the Board of Directors, and other internal/external stakeholders and interest groups.
