THE OPPORTUNITY
The City of Madison Metro Transit is seeking a qualified Finance Manager to manage the financial and fiscal operations of Metro Transit. The position is responsible for preparing the capital and operating budgets; developing fiscal controls and systems; overseeing payroll and purchasing; including supervising use of the City's finance-specific software; coordinating the integration of grant funding into financial systems; and preparing related analysis and recommendations.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develop and administer Metro Transit's accounting operations, including systems and procedures, financial reporting and budgeting, and capital asset accounting:

  • Recommend policy changes and implement revisions to established accounting procedures.

  • Interpret data in reports and financial statements.

  • Conduct or coordinate internal audits of records and systems used for internal control.

  • Prepare monthly financial reports for management, other government agencies and City oversight committees.

  • Reconcile general ledger balances and activity to ensure accuracy

  • Compare actual results to budget and prior year and analyze discrepancies

  • Review accounting systems and identify and develop improvements

  • Prepare for the year-end audit, prepare the annual financial statements and financial portions of NTD report and assist the independent auditors in their review.

  • Act as liaison between Metro and other government agencies for fiscal, budget and related operations.

  • Attend periodic City oversight meetings, such as the Finance Committee and the Transit and Parking Commission, and provide analysis and answer questions related to Metro activities.


Research and develop information for the preparation of capital and operating budgets:

  • Work to monitor and integrate grant funds into financial operations and systems.

  • Review and summarize budget requests and assist management in developing budget item justifications and related information. Coordinate budgetary process with the City Finance Department.

  • Administer the annual capital and operating budget process.

  • Prepare reports to submit to management to analyze budget requests.

  • Coordinate with City Finance on all budget related matters.

  • Analyze and report on available grant funding to identify potential impacts on current and future budgets.


Supervise and assign work to professional, administrative and technical staff:

  • Hire in accordance with equitable hiring goals and recommendations and using the equitable hiring tool.

  • Evaluate and train subordinate staff and deal with disciplinary and employee grievance issues, as necessary.

  • Meet regularly with all Finance staff to review workloads, processes, etc.

  • Assist the managers of the payroll, procurement and grants management functions and help to identify issues and analyze performance.

  • Directly supervise the accounts receivable and billing, accounts payable, pass sales and cash processing functions.

  • Provide leadership, mentoring and training to all Finance staff.

  • Ensure that there is adequate backup and coverage for all Finance functions.


MINIMUM QUALIFICATIONS:

Four years experience in applying the following:

  • The principles of business management and public administration including operational analysis, and purchasing methods and procedures.

  • Governmental budget, financial auditing and accounting theories, principles and practices.


Two years experience in applying the following:

  • Information system technology and its application to financial and operational management information systems.

  • Federal program accounting procedures and regulations.

  • Leadership principles and practices in a diverse workforce.


If an applicant does not possess the experience listed above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

  • Three years of responsible leadership experience in developing and implementing professional accounting and administrative programs and systems, including fiscal planning and analysis, financial and operational evaluation of projects or programs, and budget development.

  • This experience must include or be supplemented by experience in overseeing accounting, financial and procurement activities for federal programs.

  • Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, public administration or a related field.
