Job Summary/Duties:
This is a professional engineering and project management position of a difficult nature. An employee in this class reviews design documents, manufacturer/shop and working drawings, catalog cuts, samples, and design computations submitted for approval by contractors with respect to contractual requirements and compliance with contractual plans and specifications. Responds to very difficult and complex engineering problems/issues and has extensive latitude for independent judgment and action within general guidelines provided by management. The incumbent is responsible for engineering analysis, testing and project management work requiring highly specialized knowledge and is expected to be a subject matter expert on technical aspects of rail vehicle equipment and its performance in passenger service.
  • Serves as the lead engineer on projects related to equipment on railcars and track maintenance vehicles.

  • Reviews design documents as necessary and evaluates constructability and maintainability of vehicle systems. Reviews contractor submitted shop and manufacturing drawings, design calculations and computations related to vehicles, various railcar systems and subsystems.

  • Reviews manufacturer/supplier/contractor designs, design implementation, testing and performance in passenger

  • Reviews technical submittals of vehicle design and fabrication as well as operations support engineering.

  • Serves as the lead of an interdisciplinary engineering group formed to deal with special rail vehicle, fabrication and operational related problems towards developing remedies. Generates appropriate correspondence and documentation to maintain configuration control for implemented solutions.

  • Develops the technical basis for change orders to ongoing rail vehicle projects and programs. Drafts change order documentation to support post-bid design, pre- and post-production field changes.

  • Prepares or reviews feasibility studies and special reports on vehicle systems and subsystems. Prepares cost as required.

  • Assists Manager and substitutes in his/her absence, as required.

  • Participates as required in Vehicle and System Commissioning, Substantial Completion Inspections, Safety and other field/site investigations.

  • Frequently travels to various WMATA properties/locations to perform such tasks as incident investigation, conduct reviews and providing expertise where necessary.

  • Serve as WMATA's expert on one or more vehicle systems and/or train performance. Provide expert testimony when called upon to address equipment design and performance issues during accident investigations and litigation.

  • Provides the vehicle program office with technical oversight and approval of the following: Railcar Qualification Testing Plans; Railcar Acceptance Plans; Railcar Systems Integration Matrix/Plan; and technical investigation and problem solving at new car delivery site.

  • Prepares and administers both project and program budgets as required by management.

  • Performs "on-call" duty as assigned and responds to incidents when called, conduct incident investigation and write formal report of findings.

  • Prepare reports to document investigations, studies and recommendations in response to incidents, operations, maintenance or procurement needs.

Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Mechanical, Electrical, Computer or a related Engineering field. Six (6) years of progressively responsible engineering experience performing substantial rail vehicle engineering tasks.

Or, an equivalent combination of post-high school education and ten (10) years of progressively responsible engineering experience performing substantial rail vehicle engineering tasks. Experience in developing equipment specifications.

Certification/Licensure:
Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from the jurisdiction of residence.

Registration as a Professional Engineer by NEC examination is highly desirable.
