PRINCIPAL ACCOUNTABILITIES

1. Develops and administers the Rail System Safety Program. Responsible for the Hazard Analysis Process, Internal Audits, Safety Certification Process and SSP training to ensure an APTA/FRA compliant program.

2 Directs the planning, development, implementation and training for the Employee Health and Safety Program to ensure compliance with PEOSHA, FRA and ANSI regulations and requirements.

3. Directs the planning, development and implementation of the Passenger Safety Program, Trespasser Prevention Program and Grade Crossing safety enhancements in order to reduce employee and non-employee injuries, rail equipment and grade crossing accidents and to ensure compliance with FRA, NJDOT and NFPA regulations and requirements.

4. Directs the Investigation of Personal Injuries, Occupational Illnesses and Accidents/Incidents in order to develop corrective actions and prevention programs.

5. Develops and administers Employee Safety Programs such as Safety Eyewear, Safety Footwear and Safety Incentive Programs. Investigates, evaluates and approves Personal Protective Equipment.

6. Provides representation with Federal and State regulatory agencies to ensure compliance with existing and upcoming safety regulations.

7. Responsible for timely and accurate submission of required reports to regulatory agencies, including accurate collection of information and maintenance of records in compliance with the Internal Control Plan.

8. Maintains and enhances the Rail Safety Reporting System, providing analysis of injuries/illnesses and accidents/incidents to determine trends that lead to corrective actions.

KNOWLEDGESKILLS REQUIRED

Bachelor’s Degree in Business Administration, Transportation Management, or safety-related area, and eight (8) years of managerial experience in the development, administration and application of safety regulations, standards and training in a railroad environment, including staff management. Knowledge of applicable Federal and State safety regulations and requirements, such as FRA, PEOSHA, ANSI, NFPA and NJDOT is required. One year of closely related work experience can be substituted for each year of education required.
