The Central Contra Costa Transit Authority will receive sealed bids at its Administrative Office, located at 2477 Arnold Industrial Way, Concord, California 94520, either by U.S. Postal Service, or by personal delivery at any time prior to the hour of 2:00 p.m., on August 7, 2009, at which time bids will be publicly opened and read for:

Bids must be submitted on the Central Contra Costa Transit Authority's (CCCTA) "Bid Form," enclosed in a sealed envelope clearly marked Diablo Valley College Transit Center and plainly endorsed with the bidder's name and address.
All bids must be accompanied by cash, a cashier's check or a bidder's bond in the amount of ten percent (10%) of the bid price, as described in the Contract Documents, which shall be applied to damages sustained by the CCCTA if the successful Bidder fails or refuses to enter into the contract awarded to it.
A pre-bid conference will be conducted on July 7, 2009 at 10:00 am in the CCCTA Board Room. Attendance at the pre-bid conference is strongly encouraged to assure bidders are familiar with the scope of work and to ask any questions relative to this Invitation for Bids.
The CCCTA hereby notifies all bidders that it is the policy of the CCCTA to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of contracts that it awards. Bidders are urged to obtain Disadvantaged Business Enterprise (DBE) participation for this contract, although there is no specific DBE contract goal. Bidders are encouraged to attend the pre-bid conference to better understand the applicable DBE requirements. For DBE assistance, contact Janet Madrigal, DBE Program Administrator, at (925) 680-2044.
Bids will be examined and reported to the CCCTA Board of Directors within 20 calendar days after the bid opening. The CCCTA reserves the right to reject any and all bids or to waive any irregularity or informalities in any bid or in the bidding procedure, or to postpone the bid opening for good cause. No bidder may withdraw its bid for a period of ninety (90) days after the date of opening of bids. Each Bidder will be notified of award of contract, if award is made.
This is a Public Works Contract. In accordance with section 1720 et seq. of the Labor Code, the general prevailing wage rates as established by the Director of the California Department of Industrial Relations will apply. The prevailing wage rates established by the State Director of Industrial Relations can be viewed at CCCTA's offices, are available on the State of California's website at http://www.dir.ca.gov/ or can be obtained by mail addressed to: Prevailing Wage Unit, Division of Labor Statistics and Research, Department of Industrial Relations, P.O. Box 603, San Francisco, CA 94101. In addition, Federal minimum rates (Davis-Bacon), as predetermined by the U.S. Secretary of Labor, are included in the Contract Documents.
Pursuant to Public Contract Code Section 22300, the successful bidder may submit certain securities in lieu of CCCTA withholding retention of payments.
Pursuant to California Civil Code Section 3247, the successful bidder shall furnish a payment bond in the amount of 100% of the total contract price.
Bidders bidding as the prime contractor shall possess a valid State of California Class A Contractor's License at the time of award. All subcontractors shall be properly licensed by the State of California to perform specialized trades.
Contract documents may be inspected and obtained at the CCCTA's office at 2477 Arnold Industrial Way, Concord, California 94520. Complete copies of the plans and specifications will be available at CCCTA's office for the purchase price of $60.
