Lane Transit District is seeking an experienced firm ("Proposer") to provide lobbying and legislative representation services that promote the District's interests before the Oregon legislature and other State of Oregon governmental bodies. The District desires to enter into a professional services contract with a qualified individual or firm who can demonstrate competency and experience in providing state lobbying services for transit districts. LTD may choose to contract with more than one contractor. This contract will be for a two (2) year base and three (3) one-year options.

In carrying out these services, the Proposer will assist the District with representation, information gathering, information dissemination, strategic advice, and support services. The Proposer will provide a flexible level of support, depending on the depth or scope of the District's legislative priorities at any given time. The services focus on (1) garnering support for the District's state legislative agenda; (2) identifying, tracking, and responding to legislation that impacts the District; (3) securing various State of Oregon funding; and (4) identifying, tracking, and responding to rulemaking that impacts the District.

LTD strives to conduct its business in an environmentally sensitive, sustainable, and responsible way. LTD instructs Proposers to submit their proposal electronically, through the eBid eXchange system, in order to minimize the use of paper, processed materials, and other resources.
