Job Summary
The Managing Director of Bus Transportation is the principle position responsible for the scheduling and all operational functions for Bus Service in a demanding environment of a large, diverse public transportation agency providing service to over 450,000 daily customers in three major governmental jurisdictions. This executive level management position is responsible for transferring planning efforts into effective and cost efficient schedules and directing the day to day operations of ten facilities while maintaining and increasing the safety culture of the organization. This position has senior staff management responsibility for the overall functions of scheduling, training, service supervision including the bus central control communications center in support of a 24/7 public transportation service. This position manages the functions of bus transportation, and additionally, monitors key performance measures to ensure effective implementation and progress to meeting the goals of the department and of the Authority. Incumbent reports directly to the Assistant General Manager of Bus Services.

MAJOR DUTIES:

  • Provides direction and support to WMATA’s bus transportation operations to ensure attainment of Metro and departmental goals and objectives within established policies and parameters.

  • Provides senior level management and oversight of scheduling, training, administration coordination and implementation of policies, procedures and programs pertinent to bus transportation.

  • Coaches and mentors managerial & supervisory staff for efficiency, compliance with rules, regulations, policies & procedures. Assesses employee performance and makes recommendations for improved performance and development.

  • Assists the Assistant General Manager, Bus Services in developing, evaluating and monitoring organizational effectiveness in order to execute the responsibilities and functions of the bus transportation operations department.

  • Plans, manages and coordinates through subordinate’s supervisory personnel, the activities of the administration and training unit and bus operations central control communications center (BOCC).

  • Engages in various community meetings, public hearings, etc., related to public mass transit issues.

  • Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving WMATA’s mission and priorities.

  • Monitors relevant industry developments, evaluates their impact on operations, and implements policy and procedure improvements.

  • Evaluates and provides analysis on legislation affecting transportation funding and regulatory compliance and ensures compliance of regulatory requirements and presents WMATA’s position before appropriate legislative and administrative bodies.

  • Provides leadership and works with managerial staff to develop and retain highly competent staff through selection, compensation, training and management practices which support the WMATA’s mission and values.

  • Ensures coordination and cooperation between Bus Operations and other Metro work units to support effective customer service by way of Metro’s transportation system.

  • Develops and executes programs to improve service quality, reduce costs, increase employee productivity and increase revenue and ridership.

  • Monitors operating performance, facilitates problem resolution, and directs efforts to achieve continual improvement in service quality

  • Enhances Bus Transportation safety vision; creates, adopts and enforces the Authority’s safety rules, policies and procedures; communicates safety expectations; and maintains accountability for the safety performance of the bus transportation unit.

  • Maintains, supports and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures.

  • Advises the Assistant General Manager of Bus Services on matters which may have an adverse impact on bus operations and formulates suitable recommendation to unique situations and problems that arise

  • Identifies, formulates and recommends budgetary requirements, including personnel and materials to ensure sufficient resources are available for the safety and reliable operations in accordance with financial guidelines therefore operating within a budget of $250 million. This includes include the monitoring of expenditures to ensure budgetary controls and efficient operation.

Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Public and/or Business discipline with a minimum of 10 years of increasingly responsible professional executive transportation experience in a large transit organization, with the demonstrated ability to strategically plan and implement transportation operations business development programs.

Or, a combination of post-high school education and 14 or more years of increasingly responsible professional executive transportation experience in a large transit organization, with the demonstrated ability to strategically plan and implement transportation operations business development programs.

Medical Group:
