RESPONSIBILITIES:

PRIMARY PURPOSE

Manages one or more projects with medium/higher scope related to transportation policy, forecasting, infrastructure / service development in an integrated, multi-modal environment.

KEY ACCOUNTABILITIES

Manages complex, large scope projects, providing technical expertise and leadership to the project. Performs all aspects of project management from concept to implementation, and leads project teams in the fulfilment of project deliverables.

Develops project specifications, schedules, and work plans, and defines deliverables, ensuring compliance with Department standards, policies and procedures. Develops project plans, ensuring alignment to Program goals. Develops, monitors and tracks project budgets.

Contributes as a member of a program team, identifying and recommending/taking action on project-related risks and opportunities, alerting Manager to critical issues. Identifies and resolves project issues such as those related to scheduling, resourcing, cost-overruns, conflicting agendas and technical issues.

Collaborates with leaders across the organization, with a view to scoping out project requirements and moving forward on achievement of project deliverables, troubleshooting and resolving problems as required.

Conducting technical/policy research and analysis; prepares reports and presentations.

Develops and manages relationships with stakeholders to understand needs, keep them informed and resolve moderate issues. Provides technical support and advice to municipal/provincial working teams and advisory committees.

Manages relationships with contractors and consultants, providing work direction and monitoring contract compliance.

Manages project teams, providing project–related guidance and work direction, and providing input to performance management.

QUALIFICATIONS:

Education and Experience

The competencies for the position would typically be acquired through a Master’s degree in planning, engineering or a related discipline, and 5 years’ experience including project management accountability in an agency specializing in planning or transportation; or an equivalent combination of education and experience.

Other Requirements:

Advanced knowledge of the principles, theories, concepts and practices of project management as it relates to transportation planning Sound knowledge of plans, products, roles and responsibilities of government agencies, NGOs and associations Solid ability to lead all aspects of project management and project teams Sound analytical skills including the ability to identify and assess the impacts of project-related risks and opportunities in an integrated, multi-disciplinary environment Sound written and oral communication skills including the ability to compose and deliver reports and presentations Solid interpersonal skills including the ability to achieve consensus between groups. Includes negotiation skills as they pertain to contracts, multi-party agreements and conflict resolution. Solid decision-making skills.

OTHER INFORMATION:

This position is within the System Planning department of the Planning & Policy Division, reporting to the Manager, System Plans.

The focus of this position is to lead the planning, development, and implementation of TransLink’s B-Line Program, delivering a network of fast, frequent, and reliable bus routes connecting major centres and corridors across the region. Funding has been approved to implement four new B-Lines in 2019, in addition to enhancements to three existing routes and planning for further B-Line expansion across the region as identified in the Mayors’ 10-Year Vision. This role will lead all elements of defining the B-Line program, including implementation of the 2019 services and supporting infrastructure.

Further responsibilities of the role include:

-Leading development of a new B-Line program, from strategic vision through to implementation.

-Ensuring project delivery of four new B-Line services in 2019

-Defining alignments and supporting network changes associated with all new B-Line corridors, including other essential elements such as station infrastructure, high-quality customer information & branding, and transit priority measures (aligned with the TransLink Bus Speed & Reliability program)

-Liaising directly with internal stakeholders within TransLink and its Operation Divisions, as well as with local, regional, and provincial partner staff.

-Leading coordination of public consultation, anticipated for 2018.

-Leads a small team of planners, engineers, and analysts composed of directly reporting and matrixed staff, and consultants.
